- Submit a budget for adoption by the governing body
- Elected officers of the study commission
- Publish an expected timeline in the newspaper
- Conduct one or more public hearings to gather more information
- Create a tentative report
- Conduct a hearing on the tentative report
- Adopt final report and submit any proposed ballot measure for election
- Submit final report to appropriate entities (7-3-186 and 7-3-187, MCA)
