ITEM No. 1 – Romney Hall Public Art & Prospective Design Intent

The Romney Hall Public Art & Prospective Design Intent was presented as an information item to describe the Percent for Art process on this State managed project. CPDC will continue to inform and involve PAAC as the Call for Artists develops and as the selection process needs additional input.

The project architecture has some unique opportunities for public art in highly visible public areas. The building will have a ground level corridor running north-south and connecting a new Grant Street entrance to the main, historic Romney Oval entrance. This corridor will be complemented with a two-story opening to the garden-level classroom access below. A new south stair tower will be constructed with a design that focuses on transparency so as not to obscure the historic brick façade along Grant Street. A variety of circulation spaces throughout will also offer art opportunities.

The Montana Arts Council (MAC) has an established process for soliciting artist proposals, selection of artists and contracting/procurement of art. This project plans to follow the MAC outline.

The following themes will be used in the solicitation for artist proposals:

  • History and future
  • Veterans
  • Disability Services
  • Sustainability
  • Diversity and Inclusion.

Action Item: Suggestion from the Committee to include student art will be brought forward to the Montana Art Council for consideration.

ITEM No. 2 – New Art Agreement Template

The brand new art agreement has been fully vetted through MSU Legal and Procurement and is ready for this Committee to use going forward. We request that the Committee review and send comments/changes/questions to Courtney Johnson and Jaclyn Liebscher. Any changes will be brought back to the Committee for approval.

ITEM No. 3 – Romney Oval- Gary Bates “Four” Statue Relocation

CPDC is bringing this item to PAAC today as an information item to describe the need for the relocation of the Gary Bates “Four” Statue to assure the Committee that the appropriate process will be followed.

The “Four” sculpture was completed by Gary Bates between 1969-1970 as part of a student art contest and was installed at its current location between AJM Johnson Hall, Veterans Park, and the Romney Oval.

The landscaping in the Oval area will be updated at the end of the project to align with the associated landscaping master plan. The new plan will balance maintaining green space with providing more appropriate pedestrian paths along “desire lines.” One of these paths needs to run within inches of the “Four” sculpture.

CPDC will inform the Committee of the preferred location.
